Busy Station Entrance with Obstacles

There are many built obstacles such as the bus shelters and lots of people. At this point the cycleway goes behind the bus stop and then through the bus stop to go on-road. Cyclists travelling south need to cross to the other side of the road on the marked crossing. Northbound cyclists turn on to the footpath at the bus shelter.

Could the transition to on-road have been designed to happen away from the bus stop and station entrance to avoid conflict with pedestrians?
