Bike Lane on road side of Car Parking

The bike lane continues on the road side of the car park. On the weekend this car park is quite empty (as you can see in this photo) but it is almost certain it would be full on a week day. Cyclists travelling behind the parked cars would be at great danger from reversing cars. The bike lane should have been designed at the front of the car park with the cars parked closer to the road. This has been done at other parts of this bicycle route and we don't understand why it hasn't been done here.
